SIX-MEMBER AUDIT COMMITTEE FOR NCCE INAUGURATED IN ACCRA

A six- member Audit Committee for the National Commission for Civic Education, NCCE has been inaugurated in Accra. The Committee Chaired by Mr. John Oliver Kwame Anipah, a Chartered Accountant among other functions will serve as the audit advisory body to the NCCE. Members of the Committee are, Ms. Kathy Addy, NCCE’s Deputy Chairperson in charge of Finance and Administration, NCCE’s Commission Member, Mrs. Philomena Abena Anyidoho, Madam Joyce Koranteng Reynolds of the Internal Audit Agency, Mr Caleb A. Annan, a retired Auditor-General of the Internal Audit Agency and Mr. Kojo Tito Voegborlo, Commission Secretary.

Deputy Chairman in charge of Operations at the NCCE, Mr. Samuel Asare Akuamoah briefly espoused the purpose of the gathering. He underscored the importance of the existence of an Audit Committee in institutions mentioning that they exist to ensure efficient management of resources. He explained that its prudent for institutions to make room for audit committees to serve as a check on how public funds are used.

The Director-General for the Internal Audit Agency of Ghana, Dr Eric Oduro Osae sworn the Committee members into office. He enumerated the functions of the newly appointed Audit Committee members saying, ‘the Committee is expected to provide counsel to the Commission to fully comply with the Public Financial Management Act. You are to conduct quarterly audit on internal operations before external auditors take up their roles in the Commission, perform performance audit among others’.

Dr. Osae charged the Committee to provide direction and guidance to the Audit Unit of the NCCE to help the Unit deliver on its mandate in line with the Public Financial Management Act, 2016 (Act 921) is concerned. The Committee is to advise the Commission on issues relating to audits to ensure compliance with all rules and regulations in the Act.

Dr. Osae outlined some innovative moves by the Internal Audit Agency of Ghana to improve audit processes in the country. These include;

  • Shifting from pre-audit to a research-based audit
  • Supporting government institutions to put systems in place to ensure the smooth running of audit activities
  • Sitting in all entrance and exit meetings to promote accountability.

Chairman of the Committee, Mr. John Oliver Kwame Anipah, on behalf of his team members pledged their allegiance to promote and improve public sector audit during the two-year tenure at wit the NCCE.

Deputy Chairperson in charge of Finance and Administration, Ms. Kathy Addy assured the Committee of NCCE’s unwavering support in executing their duties. She congratulated the new members of the Committee. She reiterated the important role Audit Committees play explaining that, ‘the Audit Committee ensures that resources are prudently used and a Commission, we will ensure that wastage is completely ruled out in our operations’.

Present at the inauguration were Commission Member, Mr. Victor Brobbey, Directors, Deputies and some Unit Heads of the National Commission for Civic Education.
