Eric AduAhafo Region
Mr. Eric Adu holds a Master’s Degree in Public Administration from the University of Bergen – Norway. He also holds a Post Graduate Certificate in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA), Accra. He again holds a Bachelor of Arts Degree in Political Science from the University of Ghana, Legon and a Bachelor of Arts Degree in Law (LLB) from the College of Science, Arts and Education in Sunyani which is affiliated to the Kwame Nkrumah University of Science and Technology (KNUST) – Kumasi. He has a 3-Year Post-Secondary Teacher’s Certificate ‘A’ from Berekum Training College – Berekum.
Before joining the NCCE in 2011, Mr. Eric Adu worked as a Part-time lecturer in Principles of Management at the Ideas University College in Fiapre and a full-time Government Tutor at Mansin Senior High School in Wamfie respectively. In 2007 he served as a Research Assistant on the evaluation of the Governance aspect of Ghana’s Poverty Reduction Strategy (I). He was first posted to the NCCE Brong Ahafo Regional Office in Sunyani as a Programmes staff. He was later transferred to the newly created Sene East District Office – Kajaji and Sunyani Municipal Office – Sunyani as District and Municipal Director respectively. In 2018, he was appointed a Deputy Regional Director for Brong Ahafo Region. He is currently the Acting Regional Director for the Ahafo Region of the Commission in Goaso.
Wilson Raphael ArthurAshanti Region
Wilson Raphael Arthur
Wilson Raphael Arthur, the Ashanti Regional Director of NCCE, joined the Commission in 1994 and was posted to West Akyem Municipal office (Asamankese), as an assistant Field Officer despite being a GCE Advanced Level holder.
He completed a three-year Diploma course at the University of Ghana in Theatre Arts Studies in 2000 and was posted to the Afram Plains District (Donkokrom) in 2008. He was transferred to Kwahu West Municipal office (Nkawkaw) in 2010. Mr. Arthur pursued a Master of Arts Degree course at the University of Cape Coast in Democracy, Governance, Law, and Development and completed in 2015.
He was appointed to the position of Deputy Regional Director in 2016 and as a substantive Regional Director in 2018.
Mr. Arthur has several unpublished poems, novels, and plays to his credit and has directed some of his poems and plays in some basic and senior high schools.
Joseph Kwaku YeboahBono East Region

Mr. Joseph Kwaku Yeboah holds a Master’s Degree from the University of Agricultural and Animal Sciences of Havana Cuba. He also holds a Post Graduate Certificate in Public Administration (distinction) from the Ghana Institute of Management and Public Administration (GIMPA). He is currently the Acting Regional Director for the Bono East Region.
Nicholas Ofori BoatengCentral Region
Nicholas Ofori Boateng
Nicholas Ofori Boateng, Central Regional Director. Age 58 years. Holds Post Graduate Certificate in Public Administration from GIMPA and was also trained as a court-connected ADR mediator by the Judiciary Service Training School. Married with three children. Joined the service of the Commission from GES as Public Education Officer (Civic Education Officer) in 1994, and have gone through the ranks to the current position of Regional Director. Worked at the following offices of the Commission since 1994: Eastern Regional Office (Koforidua), Kwahu South District (Mpraeso) as District Director, Fanteakwa District (Begoro) as District Director, and Central Regional Office (Cape Coast) as the Regional Director since 2016.
Alex SackeyEastern Regional
Mr. Alex Sackey is a career Civic Educator and a pioneer staff of the Commission. He, at various times, held the position of head of the department of all the various departments in the Central Regional office of the Commission. He began his career as Regional Accountant and later moved to Head the Administration Department then, head of the Programs Department. He was then appointed Metropolitan Director for Cape Coast in 2011 and later promoted to the rank of Deputy Central Regional Director in 2012 with additional responsibility as Acting Regional Director. In 2014(1st September), he was appointed to the position of Eastern Regional Director. He is a holder of the Association of Certified Chartered Accountants (ACCA Level 1), a Post Graduate Diploma in Management from the Institute of Commercial Management (ICM-UK), and a Post Graduate Certificate in Public Administration from the Ghana Institute of Management and Public Administration. He is married with two daughters.

Lucille Hewlett Annan (Mrs.) is the Greater Accra Regional Director of the National Commission for Civic Education with over 18 years’ experience in Civic Education, especially on democracy and electoral issues under the 4th Republic.
She is also a Barrister and Solicitor of the Supreme Court of Ghana. She was previously educated at the University of Ghana with a Master of Philosophy (Political Science)- African Studies and other degrees.
Lucille is a Lawyer and a Civic Educator. She also has the required qualifications and experience in Public Administration and Education.
Lucille is very passionate about family issues and an advocate for human rights, especially on child protection issues. She has also received training on family welfare and child protection issues and a member of the Greater Accra Regional Child Protection Team.
She is married with children and loves hanging out with friends and family and enjoys travelling.
Wilberforce ZanginaNorth East
Mr. Wilberforce Zangina holds a master’s Degree in Democracy, Governance, Law, and Development from the University of Cape Coast and a Bachelor of Arts in Social Work from the University of Ghana, Legon. He also holds a Higher National Diploma in Marketing from the Kumasi Technical University and a post-graduate Certificate in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA). He also obtained both GCE O’and Levels from the Navrongo Senior High school in 1992 and 1994 respectively.
Mr.Zangina joined the commission in February 2002 as a senior field officer and rising through the ranks to become Deputy Director and Currently the Acting Regional Director for the North East.
Alhaji Abdul-Razak SaaniNorthern Region
Alhaji Abdul-Razak Saani
Alhaji Abdul-Razak Saani, Northern Regional Director of the NCCE. Born in Tamale on 18th January 1961. He was educated at Salaga Secondary School from 1976 to 1981. He proceeded to Bagabaga Training College from 1981 to 1984. Pursued a Diploma in English Education programme and a B.Ed. in English Education at the University College of Education of Winneba and completed in 1993. He also possesses a Post-Graduate Certificate in Public Administration from GIMPA in 2011. Started teaching in 1984 and has taught at Bagabaga Training College, Vittin Senior High School, and Tamale Polytechnic, all in Tamale at various times. First employed by the NCCE IN 1994 as District Director for Savelugu-Nanton, became Deputy Regional Director (Programmes) and later District Director for Tolon District and Tamale Metro. He was promoted to Regional Director in November 2011. Alhaji Saani is married and has five children. He is a motivational speaker and speaks English, French, Twi, Dagbanli, and Hausa.
Issaka ZitorSavannah Region
Mr. Issaka Zitor, Acting Regional Director. Mr. Issaka Zitor, holds a post-graduate certificate in Public Administration from the Ghana Institute of Management and Public Administration (GIMPA) and a BA in Integrated Development Studies from the University for Development Studies, Tamale. Before joining the NCCE in 1994, Mr. Zitor worked as a pupil-teacher with the Ghana Education Service. He was one of the pioneer staff of NCCE at Bawku East District office, in the Upper East Region of the commission. He was later transferred to the Bongo district office and Garu-Tempane District office respectively, where he rose through the ranks to become the deputy regional director and transferred to Brong Ahafo Region. He is currently the Acting Regional Director in charge of the Savannah Regional NCCE office.
P. P. Apaabey BabaUpper East Region

Mr. P. P. Apaabey Baba holds a Diploma Certificate from the University of Education, Winneba, and a Bed. Degree certificate in English Language Education from the same University. He has been a student leader in all his educational life. He also holds Postgraduate Certificate in Public Administration from GIMPA, Legon. He joined the NCCE in 1994 from Ghana an Education Service and has served as District Directors at Builsa, Kassena-Nankana, and the Bawku Municipal. He was promoted to the position of Ag. Regional Director for the Volta region. He is currently the Upper East Regional Director.
Patience Sally KumahUpper West Region

Miss Patience Sally Kumah holds a Master of Philosophy Degree in Sociology in 2010 from the University of Ghana, Legon, and a Bachelor of Arts Degree with Honours in Sociology from the same University in 2005. She also holds a Diploma in Journalism from the Ghana Institute of Journalism in 1994 and a Certificate in Public Administration in 2015 from the Ghana Institute of Public Administration. Before joining the NCCE in 1995, Miss Kumah worked with the Non-Formal Education Division of the Ghana Education Service.
Before she was appointed the Regional Director in 2018, Ms. Kumah served in various capacities as Assistant Research Officer in the Greater Accra Regional Office, Research Officer to Senior Civic Education Officer in the now Tema Metropolitan Office from 1997 to 2005, Senior Civic Education Officer at Accra Metropolitan Office from 2005 to 2007 and Principal Civic Education Officer in 2010 at the Greater Accra Regional Office. Ms. Kumah became the Deputy Director at the Research, Gender and Equality Department in 2013 until she was appointed an Acting Regional Director of the Upper West Region in 2017.
Kenneth KponorVolta Region
Mr. Kenneth Kponor holds a Master’s Degree in Adult Education from the University of Ghana, Legon, and a BA in Political Science from the same University. He holds a Diploma in Public Relations from the Ghana Institute of Journalism, (GIJ) and post-graduate certificates from GIMPA and a Certificate in Project Management and Strategic Leadership from Ghana Training Consulting, (GTC), Putney Bridge London, United Kingdom. Mr.Kponor joined the NCCE in 1994 as a field officer. He is one of the pioneer staff of the NCCE at the Keta Municipal Office of the Commission. He was later transferred to the Ketu Southand Ho Municipal offices as a Municipal Director.He again rose through the ranks to become the Deputy Western Regional Director and is currently the Volta Regional Director of the NCCE.
Awudu Dramani SamWestern North Region

Mr. Awudu Dramani Sam holds a Bachelor of Arts Degree in Population Family Life Education from the University of Cape Coast in 2006. He joined the Commission in June 1994 as an Accounts Officer and rose through the ranks to become the District Director in 2009. Mr. Dramani Sam Awudu served in the Regional Office of the Commission in the Central Region, Cape Coast Metropolitan, and Ajumako Enyan Essiam District NCCE Metropolitan and District offices.
He was appointed as the Acting Regional Director to the Western North Region.
Justice Yaw EnninWestern Region
Justice Yaw Ennin
Justice Yaw Ennin joined the NCCE in October 1995 as Public Education Officer and posted to Nzema East, Axim.
Mr. Ennin holds an MA in Human Resource Development from UCC, Post Graduate Certificate in Public Administration (GIMPA), and a BA in Political Science with Sociology from the University of Ghana, Legon.
He is married with four children.
Mr. Ennin worked with the defunct Committee for the Defence of the Revolution (CDR) before joining the NCCE. Due to hard work, he was transferred to Ahanta West District where he acted as Director.
From Ahanta West he moved to Aowin Suaman, Wassa Amenfi West and East, and Prestea HuniValley where he served as District Director.
In 2016 Mr. Ennin was appointed Deputy Regional Director for the Western Region and in October 2019 confirmed as Regional Director after the retirement of the incumbent.
