The National Commission for Civic Education, NCCE, is happy to note that the Right To Information, RTI bill has been passed after two decades. The NCCE congratulates the 7th Parliament of the 4th Republic of Ghana for passing the bill into law. We also commend Civil Society Organisations and the media for their strategic role in persistently advocating for the passage of the bill.
Article 21 (1) (f) of the 1992 Constitution of Ghana states that ‘all persons shall have the right to information subject to such qualifications and laws as
are necessary for a democratic society’. The passage of the RTI Bill into law further enhances public accountability and citizens’ responsiveness to issues of national concern whilst improving transparency as a hallmark of true democracy.
As the NCCE embarks on Anti-Corruption, Rule of Law and Accountability Programme (ARAP), we encourage Ghanaians to take full advantage of the law to collectively fight corruption in Ghana and demand accountability from duty bearers.
We urge Parliament to expedite the passage of the Legislative Instrument to the RTI law to make it functional.
