The National Commission for Civic Education (NCCE), through the Ghana School of Law, has received a delegation of researchers from the University of Pennsylvania. The visit aimed to bring the Commission up to speed on an Artificial Intelligence (AI) system – Deliberation.io – that the research team has developed to enhance civic education in Ghana.
Under a project in relation to the constitution review process, Project Lead, Georgina Gyan-Kontoh, underscored the relevance of the AI system to aid the citizenry in understanding the core issues underpinning the constitution review proposals as collated by the Prof. Henry Kwasi Prempeh Constitutional Review Committee.
To further deepen knowledge of how the AI system operates, a virtual presentation was done by Julio Solis Arce, a pre-doctoral research fellow at Harvard University and one of the lead researchers on this project. In his presentation, he intimated that the system has been fed information on the constitutional review proposals and is therefore capable of providing diverse perspectives on the proposed reforms in various local languages for users’ consumption.
According to Julio, it is critical for the average Ghanaian to stay well-informed through citizen engagement, leveraging various channels of communication, including contemporary ones, adding that this results in citizen ownership of the review process.
Speaking on behalf of the NCCE, Deputy Chairman in charge of General Services, Mr. Victor Brobbey, indicated the timeliness of this initiative as it perfectly aligns with the Commission’s 2026 working theme, “Upholding Our Constitution in a Digital Age: Our Collective Responsibility”.
He further mentioned that the Commission is well-positioned to walk the populace in every nook and cranny through navigating the AI system, taking into consideration the decentralised structure of the NCCE. He emphasised the need for Ghana as a country to catch up with the rest of the world by adopting new ways of doing things, stating that the NCCE is always embracing of technological advancement that enhances the delivery of our civic education mandate.
Also present at the meeting was the Commission Secretary, Mrs. Lucille Hullette Annan, Esq., together with some line directors and deputy directors at the Head Office of the Commission.
