As part of planned activities under the Anti-Corruption, Rule of Law and Accountability Programme (ARAP), the NCCE will undertake Social Auditing engagements across the country. The civic/public education activities will be jointly rolled out by ARAP stakeholders including the Ghana Police Service (GPS), Environmental Protection Agency (EPA), Legal Aid Commission (LAC), Commission on Human Rights and Administrative Justice (CHRAJ), Economic and Organized Crimes Office (EOCO), Judicial Service of Ghana. Activities will be carried out in all 254 Districts, beginning in the month of March 2019. The theme for the engagements is “Citizens for Transparency and Accountability”.
The objective of ARAP is to promote good governance in Ghana by reducing corruption and improving accountability and compliance with the Rule of Law. Under ARAP, the NCCE is required to campaign, advocate and lobby for increased accountability and a reduction in corruption in Ghana.
Social Auditing is a flagship programme of the NCCE instituted in 2006 to promote transparency and accountability among public office holders and citizens’ participation in governance. Social auditing is done through promoting discourse among citizens and office bearers on planning, implementation, monitoring and evaluation of development projects and programmes.
The aim of social auditing is to promote community ownership of development of projects and policies, increase awareness of the operations of the Local Government and empower the citizenry to demand accountability from duly bearers. It will also give opportunity for persons outside government operations to influence policy making, implementation and evaluation.
Social Auditing will follow issues of concern to the citizenry in the following areas: Education, Health, Employment, Agriculture, Energy, Economy, Corruption, Women and Children, Roads and infrastructure, National Security, Youth Development, Social Services, Taxes and Tariff, Housing, Information, Communication Technology, Sports among others.
Implementation of Social Auditing activities follows the successful conduct of nationwide sensitisation actions to deepen the knowledge of the citizenry on what constitutes corruption, its forms and effects, including its linkages with human rights.
These activities will be undertaken with support from the European Union (EU).
